VOTE
NO
TO SUSPEND ON SENATE BILL 1101 |
|
|
Please take
2 minutes today to call these Senators and ask them to be a
BLOCKER for SB 1101 and VOTE NO TO SUSPEND ON SB 1101.
(You may send an email in addition to the phone call, but
some offices don't view or respond to their emails. It is
preferable to call your Senator.)
The Committee Substitute to SB 1101
requires the diagnostic imaging provider to report the
identity of the referring provider, the exact nature of any
investment interest, the total number of patients referred by
each healthcare provider, and any additional claims data the
state agency can think of. The Committee Substitute to SB
1101 also requires that the healthcare provider who refers a
patient for diagnostic services disclose to the patient the
provider's investment interest and advise the patient that the
patient may chose another diagnostic imaging provider.
Finally, SB 1101 creates a "tax" of $500 on each diagnostic
imaging provider for the privilege of creating these
burdensome and useless reports and filing them with the
State. The bill also creates a disciplinary action under the
Texas Medical Board, and a civil penalty of $1000 per
violation actionable by the Attorney General.
SB 1101 exemplifies the direction
the anti-physician ownership effort is taking, which is to
increase the burden and cost of physician ownership.

Sample telephone
script:
Dr.:
Hello, I am Dr. _______________, I am a Orthopaedic Surgeon in
_____________ (city or community), I see over _______ (# of patient
visits) patients per year, and have privileges at
_____________________(hospitals), and I am a member of the Texas
Orthopaedic Association.
Office:
How can I help you Doctor?
Dr.:
I
am calling to ask Senator _____________ to BLOCK SB 1101 from a Floor
vote. I am asking Senator _______________ to NOT VOTE to SUSPEND on
SB 1101.
Office:
Why
are you opposed to SB 1101?
Dr.:
For several reasons:
-
first, SB 1101 places a "tax" of $500 on Orthopaedic Surgeons;
-
second, it places unnecessary administrative costs and burdens on my
practice and the healthcare system that must be absorbed elsewhere;
and
-
third, it creates yet another collection of data by the State that
does not serve our healthcare system in any positive way.
Office:
Won't the data be helpful?
Dr.:
No, the collected data will not address any relevant issue to
healthcare. It is not relevant to access to care, costs of care or
quality of care, the three fundamental issues the State should care
about in its healthcare policy.
Thank you.
