announcement by Comptroller Susan Combs that legislators will
have a $10.7 billion surplus to work with next session, state

agencies were told to plan for zero
growth in their baseline budgets next biennium. Agencies were also
instructed to sketch out ways in which their spending can be reduced
by 10 percent.

Calculating The Cost Of
Uncompensated Care

Today the Comptroller's office releases a revised
interpretation of Tax Code § 171.1011(n)(2), concerning the
calculation of total revenue, which applies to health care providers
and health care institutions.
The two
linked documents explain the revised formula for
determining the cost of uncompensated care and provide a comprehensive
example of the franchise tax calculation for a physician's office
