Despite an announcement by Comptroller Susan Combs that legislators will have a $10.7 billion surplus to work with next session, state

agencies were told to plan for zero growth in their baseline budgets next biennium. Agencies were also instructed to sketch out ways in which their spending can be reduced by 10 percent.

The news has leaked out that Sen. Florence Shapiro (R-Plano) is considering setting up an exploratory committee to run for the U.S. Senate seat that will be vacated by Kay Bailey Hutchison who has already announced that she will not run for another Senate term. By establishing a federal campaign exploratory committee, Shapiro would be able to begin raising money for a possible Senate race.

Co-sponsors Added To Stabenow-Hutchison SGR Bill

To date, 16 Senators have cosponsored the “Save Medicare Act of 2008,” S.2785, which was introduced by Senator Debbie Stabenow (D-

Mich.). Since the last update, the following Senators have added their names to the legislation: Elizabeth Dole (R-NC), Joseph Lieberman (I-Conn.), Patty Murray (D-Wash.), Ben Nelson (D-Neb.), Jon Tester (D-Mont.), John Thune (R-SD), David Vitter (R-La.), and Roger Wicker (R-Miss.). This legislation would replace cuts totaling over 15% with positive Medicare physician payment updates from July 1, 2008 through December 31, 2009. Specifically, S.2785 would extend the current 0.5% update through December 31, 2008, averting the 10.6% cut scheduled to occur on July 1. It would also provide physicians with a 1.8% update for 2009 and extend the GPCI floor and physician scarcity area bonuses for the full 18-month period. This bill would give Congress and the medical community time to work on a long-term solution to the dysfunctional Medicare payment system.

Calculating The Cost Of Uncompensated Care
 

Today the Comptroller's office releases a revised interpretation of Tax Code § 171.1011(n)(2), concerning the calculation of total revenue, which applies to health care providers and health care institutions.

 

The two linked documents explain the revised formula for determining the cost of uncompensated care and provide a comprehensive example of the franchise tax calculation for a physician's office using the margin

This revised agency policy supersedes Rule 3.587(b)(1) and (b)(15), which will be amended accordingly. This information is available on the agency's Web site which can be accessed by clicking here.
