this press release regarding our new President, John S. Early,
M.D.
Orthopaedic surgeon John S. Early, M.D. was elected in April as the
2009-2010 President of the Texas Orthopaedic Association during its
73rd Annual Meeting held at the Sheraton Austin Hotel. Dr. Early
also serves as the American Orthopaedic Foot and Ankle Society
delegate to the American Medical Association.

"It's a privilege to be elected as President of the Texas
Orthopaedic Association," said Dr. Early. "I look forward to
the opportunity to serve my colleagues and orthopaedic profession,
as well as help enhance the musculoskeletal care of our patients."
After earning a bachelor's degree in chemical engineering from
Princeton University, Dr. Early obtained his medical degree from the
University of Texas Southwestern Medical School in Dallas. He
completed his surgical internship at Pennsylvania Hospital in
Philadelphia, PA before returning to Parkland Memorial Hospital and UTSW for his residency in orthopaedic surgery. He then completed a
fellowship in complex foot and ankle reconstruction with Sigvard T.
Hansen, M.D. in Seattle, WA before returning to Dallas to become a
part of the orthopaedic faculty and practice at UTSW and Parkland
Hospital. From 1994 to 2004, he was head of the foot and ankle
division for the Dept. of Orthopaedic Surgery and held the
R. Wofford Cain Distinguished Chair in Bone and Joint Disease
Research.
Internationally
known for his expertise in the care of conditions and abnormalities
of the foot and ankle, Dr. Early is a board certified Orthopaedic
surgeon and holds the title of Clinical Professor of Orthopaedic
Surgery at Southwestern Medical Center and consulting physician at
Texas Scottish Rite Hospital. He also serves as a reviewer for
scientific articles and internationally respected orthopaedic
journals such as the Journal of Bone and Joint Surgery,
Journal of Orthopaedic Trauma, Foot and Ankle International,
and the Journal of the American Academy of Orthopaedic Surgery.
He has won several Teaching Excellence and Outstanding Faculty
Awards.
Dr. Early has published numerous articles and book chapters on
issues relating to foot and ankle care and serves as co-director of
a well regarded foot and ankle fellowship. He has been honored by
his peers as one of D Magazine's 2008 and 2009 "Best Doctors"
and Texas Monthly's "Super Docs." Dr. Early is currently in
private practice at Texas Orthopaedic Associates, L.L.P. with
offices in Dallas and Plano.
Founded in 1924, the Texas Orthopaedic Association (www.toa.org)
is a nonprofit organization of over 1500 orthopedic surgeons across
the State of Texas. Orthopaedic surgeons improve people's quality
of life by treating numerous musculoskeletal conditions which are

Your Texas
Orthopaedic leadership delegation participated in Capitol Hill
visits during the NOLC 2009 (National Orthopaedic Leadership
Conference) hosted by the American Association of Orthopaedic
Surgeons on April 30, 2009. During this historic year when
healthcare reform is being debated, it was critical for your TOA
leaders to carry

|
your message to Congress. Most of the Texas
Congressmen met with our orthopaedic delegation in person, sometimes
for extended periods of time. We want to thank each legislator and
their staff for spending time with us in an effort to make sure we
get reforms right for our patients and our practices.
Dr. David Teuscher and Dr. John Gill
were able to meet with Congressman Joe Barton. He was former
Chairman of the House Committee on Energy & Commerce, and still
serves as the ranking minority member of this very important
committee overseeing legislation on consumer protection, food and
drug safety, air quality and environmental health, as well
as to public health. The jurisdiction of the U.S. House Committee on
Energy & Commerce extends over federal agencies such as the Health
and Human Services and the Food and Drug Administration.
Drs. Gill and Teuscher were able to meet with the Congressman, the
Energy & Commerce Committee and
his personal staff for nearly 45 minutes. During this time, they
covered the broad array of
healthcare reform options currently being discussed. Congressman
Barton was particularly interested in what doctors needed to have
changed in order to provide the best care for their patients. The
Congressman was called to the floor for a vote before the meeting
ended, but the healthcare reform discussion and its affect on
medical practices continued with Congressman Barton's well informed
staff.
Congressman Barton has represented the 6th District of Texas since

Gov. Rick Perry has appointed
Republican Gail Lowe of Lampasas as the new chairwoman of the State
Board of Education. Lowe, co-publisher of |
|
the Lampasas Dispatch Record and
a member of the board for seven years, will replace fellow
Republican Don McLeroy, who was forced to give up the
chairmanship after failing to win Senate confirmation during
the legislative session this year.
Speaker Joe Straus announced he has hired two strategic
counselors to assist him with his re-election campaign and
plans for the next session of the Texas Legislature.
Communications strategist Karen Hughes will serve as
communications counselor and Austin attorney Gordon Johnson
will serve as senior counselor. Johnson has de-registered as
a lobbyist to take on this new role. Both will be employed
by his political committee, Texans for Joe Straus.
Rob Johnson, former Chief of Staff for Lt. Governor David
Dewhurst, has left Dewhurst's office to serve as Governor
Rick Perry's campaign manager. Perry also named Kevin
Lindley as Deputy Campaign Director; Krystle Kirchmeyer
Alvarado as Finance Director; David White as Political
Director; and Sarah Floerke as Organization Director.

August 12, 2009. The topic is 81st Legislative Session: Key Workers'
Compensation Legislation. This free session will be held from noon
to 1 p.m. in the Tippy Foster Room at the TDI-DWC Central Office,
7551 Metro Center Drive, Suite 100 in Austin. Following a
presentation this session is an open forum in which participants may
ask questions.
